To develop our advocacy strategy and achieve our long-term Impact Goals, we work in coordination with group of experts from our National Member Associations, grouped around the four Impact Communities.

CLIMATE –  Accelerating Climate and Energy Transformation

Climate and Energy:

Deals with climate strategies, energy efficiency, and international climate negotiations.

Environmental Issues:

Addresses biodiversity, pollution, and water management under the EU Green Deal.

Mobility and Transport:

Works on improving urban transport networks and mobility packages.

Waste and Circular Economy:

Focuses on waste legislation and promoting a circular economy.

LABOUR – Driving Digital and Employment Transformation


Promotes digital agendas, e-government, and data protection.

Local Government as Employers:

Focuses on employment policies, working conditions, and social dialogue.

Public Services:

Promotes efficient local public services delivery, procurement processes, and international trade negotiations.

COHESION – Fostering Territorial Cohesion

Local Finances:

Monitors the impact of European regulations on local finances and enhances financial knowledge.

Territorial Development:

Works on cohesion policies, urban and rural development, and demographic changes.

SOCIETY – Building Inclusive and Resilient Societies

Key areas of advocacy of the SOCIETY working groups:

Capacity Building:

Aides Local and Regional Governments to reach their national governments and develop exchanges with their peers.

Development Education and Awareness-Raising:

Strengthens awareness and education on sustainable development and decentralised cooperation.


Increase the impact of decentralised cooperation and reinforce the advocacy capacity of Local and Regional Governments in the EU eastern neighbourhood.

EU dialogue:

Enhances the capacity of targeted Local and Regional Governments based in EU’s partner countries to promote sub-national cooperation.

Gender Equality:

Promotes gender equality through the European Charter for Equality and supports its implementation.

Global action:

Coordinates the position of the European Members of UCLG within the framework of UCLG global activities.

Governance and Local Democracy:

Focuses on local democracy, citizen participation, open government, and better regulation of EU policies.

Migration and Inclusion

Addresses migration, integration, and asylum policies from a local and regional perspective.

Youth Engagement

Connects young local and regional politicians to share best practices on youth-related policies.
