Event Details
“Transformative, equitable, innovative and coordinated actions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for a sustainable future for all” will be the theme of the 2026 High-level Political Forum on Sustainable Development (HLPF) in New York.
The 2026 HLPF will conduct in-depth reviews of: SDG 6. Ensure availability and sustainable management of water and sanitation for all; SDG 7. Ensure access to affordable, reliable, sustainable and modern energy for all; SDG 9. Build resilient infrastructure, promote inclusive and sustainable industrialisation, and foster innovation; SDG 11. Make cities and human settlements inclusive, safe, resilient and sustainable; and SDG 17. Strengthen the means of implementation and revitalise the Global Partnership for Sustainable Development.
CEMR and PLATFORMA will participate with a delegation of European local leaders and release their annual study on the localisation of the SDGs.
36 countries will present their Voluntary National Reviews (VNRs) at the 2026 HLPF: Albania, Algeria, Bahrain, Brazil, Burkina Faso, Burundi, Cabo Verde, Cameroon, Democratic Republic of the Congo, Egypt, Estonia, Gabon, Guinea, Guinea-Bissau, Italy, Jamaica, Jordan, Kiribati, Liberia, Malawi, Marshall Islands, Mozambique, Norway, Republic of Moldova, Rwanda, Saint Kitts and Nevis, Saudi Arabia, Senegal, Somalia, Switzerland, Togo, Tonga, Tunisia, United Arab Emirates, United Republic of Tanzania, and Uruguay.

This meeting will focus on key developments in EU housing policy, including discussions on national housing policies, the upcoming Affordable Housing Act, and the Housing Simplification Package. Participants will also have the opportunity to exchange views on CEMR’s response to the European Commission’s open call for evidence on regulatory simplification for housing supply and affordability, ahead of the 30 September deadline.
The meeting will also include a discussion on the letter addressed to Commissioner for Energy and Housing Dan Jørgensen concerning the Affordable Housing Act, with particular attention to the possible introduction of a definition of « areas under housing stress » and the challenges this may pose for local and regional governments.

Many challenges will mark the start of the European academic year in September 2026: among them, the reform of the post-2027 multiannual financial framework, negotiations on European priorities in economic, social, and environmental matters, as well as repeated attacks on the principles of local democracy, will have a direct impact on the European projects of local authorities.
Following the new local elections in France, more than ever, local authorities at all levels must unite to have a greater impact on the debates, promote their actions, and demonstrate once again their ability to reconnect Europe with its citizens.
AFCCRE’s work will therefore focus on the following themes:
- The future European budget 2028-2034: what clarity and opportunities does it offer for local authorities?
- How to raise European awareness among citizens? The contribution of exchanges and town twinning.
- A Europe strengthened by its territorial cooperation: a focus on Euro-Mediterranean dynamics.
Aimed at elected representatives and local government officials, the AFCCRE European University is the annual gathering for all those who wish to learn, discuss and understand the major European issues currently affecting territories.

This public event will convene a public audience to discuss the role of territories in shaping the global development agenda beyond 2030. The event will be hosted within the framework of the CEMR Impact Community Society.
The dialogue will explore key priorities, challenges, and opportunities for sustainable, inclusive, and climate-resilient development from a local and regional perspective. Discussions and recommendations generated during the event will contribute to the preparation of the CEMR PLATFORMA Position Paper on the Post-2030 Agenda for Local and Regional Governments, to be finalised by the end of 2026.
The event aims to build a common vision and strengthen the collective voice of local and regional governments in global policy discussions, ensuring that future development frameworks reflect territorial realities and the critical role of subnational governments in implementation.
