The European Partnership Hub is pleased to invite you to the online training session on sustainable international partnership building, focusing on preparing study visits, identifying areas of cooperation and setting priorities.
This training will specifically focus on municipal partnerships involving Ukraine, including study visits to Ukraine or visits by Ukrainian delegations to partner municipalities in other European countries.
The session is intended for municipalities, including political representatives, municipal staff, civil society and other stakeholders involved in developing international partnerships. It is particularly relevant for those preparing for their first study visit with a partner municipality.
During the training, participants will:
- learn how to prepare and organise an effective study visit;
- explore how study visits can support the development of municipal partnerships;
- identify and prioritise common areas for cooperation;
- translate cooperation priorities into practical first activities and next steps.
The session will combine practical guidance, good practice examples and interactive exercises, allowing participants to work on their own partnership priorities.
The languages of the session are English–Ukrainian, with simultaneous interpretation.

Many challenges will mark the start of the European academic year in September 2026: among them, the reform of the post-2027 multiannual financial framework, negotiations on European priorities in economic, social, and environmental matters, as well as repeated attacks on the principles of local democracy, will have a direct impact on the European projects of local authorities.
Following the new local elections in France, more than ever, local authorities at all levels must unite to have a greater impact on the debates, promote their actions, and demonstrate once again their ability to reconnect Europe with its citizens.
AFCCRE’s work will therefore focus on the following themes:
- The future European budget 2028-2034: what clarity and opportunities does it offer for local authorities?
- How to raise European awareness among citizens? The contribution of exchanges and town twinning.
- A Europe strengthened by its territorial cooperation: a focus on Euro-Mediterranean dynamics.
Aimed at elected representatives and local government officials, the AFCCRE European University is the annual gathering for all those who wish to learn, discuss and understand the major European issues currently affecting territories.

As part of the LORAI project, CEMR is organising a series of MFF workshops in each Western Balkan country. The first workshop will take place in Albania on 29 September. The MFF workshop in Albania will bring together approximately 45 participants, including representatives of local and regional governments, national institutions, EU stakeholders, civil society organisations, and experts.
The event will feature panel discussions and a structured multilevel dialogue on how the future Multiannual Financial Framework (MFF) can better support Albania’s accession-related priorities and strengthen the role of local governments in the EU integration process, including the Reform Agenda. It will also include three interactive and participatory MFF Lab sessions involving local government officials.

CEMR and PLATFORMA will host a public webinar on the Post-2030 Agenda.
This meeting hosted within the CEMR Impact Community Society, will bring together policymakers, researchers, civil society, youth representatives, and private-sector stakeholders to explore priorities for sustainable development beyond the current Sustainable Development Goals (SDG) framework.
The discussion will focus on emerging global challenges and lessons learned from SDG implementation.
Insights gathered will inform the development of a CEMR-PLATFORMA position paper, to be finalised by the end of the year, reflecting a broad range of perspectives and policy recommendations. The paper will serve as a contribution to the preparatory discussions leading to the SDGs Summit in September 2027, helping to shape a forward-looking and inclusive global development agenda.

As climate-related disasters become more frequent and severe, local and regional governments are confronting growing pressure on public infrastructure, local budgets and community resilience. At the same time, the availability, affordability and conditions of insurance coverage are changing rapidly.
This exchange will bring together representatives of local and regional governments, their associations, the insurance sector and European and international institutions. Participants will discuss how to:
- maintain adequate and affordable insurance coverage;
- address uninsured or potentially uninsurable risks;
- strengthen prevention and climate adaptation;
- develop effective risk-sharing and disaster-financing mechanisms; and

Under the LORAI programme, CEMR will organise a peer exchange bringing together approximately 60 local and regional representatives from EU Member States and candidate countries. The session will provide a platform for dialogue on the local and territorial dimensions of EU enlargement, exploring how accession-related reforms and investments can contribute to the long-term resilience and attractiveness of municipalities, particularly in small and medium-sized communities.
Through the exchange of experiences and good practices, participants will discuss challenges linked to demographic decline, service provision, and local economic development, as well as the role of local governments in ensuring access to quality public services, including education and childcare. Particular attention will be given to how the EU accession process can support sustainable local development through targeted investments, enhanced infrastructure, energy-efficient public buildings, and strengthened local capacities, ultimately helping municipalities create favourable living conditions and opportunities for citizens while preventing territorial disparities and depopulation.
