Our mission: accelerate the transformation of territories to achieve net-zero goals, protect biodiversity and adapt to the challenges of climate change

Local leaders are at the heart of the fight against climate change. They are the ones who turn ideas into action: making renewable energy projects possible, encouraging greener buildings, protecting nature, and helping communities adapt to a changing climate.

To make this transformation successful, local and regional governments need the right tools, resources, and support. They can only build cleaner, healthier, and more resilient communities if they are properly empowered and funded. That’s why CEMR works to ensure they have a strong voice and an active role in shaping Europe’s climate and environmental policies.

CEMR connects cities, towns, and regions across Europe and beyond. We create spaces where local leaders can share knowledge, learn from each other, and find solutions that really work. Through advocacy, partnerships, and joint projects, we help develop the skills and tools needed for local governments to lead the green transition effectively.

Together, we can move towards a climate-neutral Europe, protect our natural environment, and make sure that every community has the opportunity to thrive in a sustainable future.

CEMR expert groups working on these themes

Our Climate and Energy expert groups bring together specialists from our members to shape our positions and exchange practices on these themes.

1. Expert group on climate and energy

Gathers experts from member associations to shape CEMR’s climate and energy policy positions, focusing on Green Deal files, climate neutrality, international climate negotiations (including COP30), and the Covenant of Mayors.

2. Expert group on environment

Covers a broad range of environmental policies, including the EU and international biodiversity strategies, the Zero Pollution Action Plan, the Nature Restoration Law, and water-related directives. It also follows other Green Deal issues and supports local engagement in initiatives such as the Green City Accord. 

3. Expert group on mobility

Follows key EU transport policies affecting local and regional governments, including the Mobility Packages and the revision of the Trans-European Transport Network (TEN-T), with a focus on urban nodes and sustainable mobility planning. 

1. Expert group on waste and circular economy

Works on accelerating the transition to a circular, net-zero territory. The group supports the implementation of EU waste legislation, shares solutions for reducing waste and resource use, and contributes to EU policy discussions on circular economy.
