Co-organised by the Committee of the Regions and the European Commission – DG INTPA, the 9th edition of the Forum will highlight the critical contribution of local and regional authorities to the Global Gateway strategy.
The 2025 Forum will spotlight how local approaches can drive change within a global context defined by increased geopolitical competition and slow progress on global agendas. With a special focus on the Global Gateway Strategy and its 360° approach, the Forum will highlight the vital role of local and regional authorities in advancing the Team Europe approach and accelerating the localisation of the Sustainable Development Goals.

The meeting will focus on the finalisation of CEMR’s amendments to the Cohesion Policy post-2027 framework, notably on the National and Regional Partnership Plans and the future of territorial development tools such as ITI and CLLD. Special attention will be given to the proposed 30% territorial development earmark, as well as developments linked to the European Urban Initiative and URBACT.

Across Europe, online harassment, disinformation, intimidation, and even physical violence have become alarming threats to democratic life. The Observatory is an initiative created in response to the growing hostility faced by local and regional elected representatives. By generating reliable data, promoting coordinated institutional action, and fostering solidarity among local leaders, the Observatory aims to rebuild trust in democratic governance.
The Observatory is founded on a strong partnership between CEMR, Bocconi University, the Municipality of Bilbao, the Association of Basque Municipalities (EUDEL) and with the support of the Basque Government.
The event will bring together local and European leaders, policymakers, and academics to present the Observatory’s mission, exchange insights on the challenges facing local democracy, and explore concrete actions to safegûard democratic life across Europe.
