How CEMR strengthened its voice and outreach in 2022 


In 2022, the Council of European Municipalities and Regions (CEMR) made important strides in communication and outreach, reinforcing its ability to share knowledge, engage members, and promote values of diversity and inclusion. Guided by an updated communication strategy and the conclusions of CEMR’s communication assessment, efforts were focused on refining the organisation’s narrative while strengthening its visibility and brand. 

Developments and Achievements 
A new visual identity marked a significant step forward, with a refreshed logo for CEMR’s Charter for Equality and modernised visual tools to better represent our values. Alongside this, new formats such as short videos, infographics, and interactive graphs helped bring studies and data to life, making complex issues more accessible and engaging. 

Campaigns and publications throughout the year highlighted CEMR’s priorities, from equality and democracy to sustainability and local governance. Every piece of content, whether written or visual, was carefully designed to reflect Europe’s diversity of origin, profession, political perspectives, and orientations, ensuring a communication approach rooted in inclusion and respect. 

Outreach and Reach 
CEMR’s campaigns gained significant traction across platforms, extending their reach through dynamic social media engagement and broad dissemination by member associations. Publications and visuals not only attracted new audiences but also helped strengthen CEMR’s identity as the united voice of local and regional governments in Europe. 

The year 2022 was one of consolidation and renewal in communication. By aligning strategy with action, upgrading branding, and expanding outreach, CEMR has set a strong foundation for future campaigns. With a commitment to clarity, diversity, and impact, communication continues to be a driving force in building understanding and collaboration across Europe’s municipalities and regions.
