The Reference Framework for Sustainable Cities (RFSC) is an initiative to assist Local and Regional Governments implementing integrated sustainable urban development strategies aligned to the New Leipzig Charter and the 2030 Agenda for Sustainable Development and its 17 Sustainable Develpment Goals.

It offers a free self-assessment tool for cities to assess the performance of local strategies and plans against a European framework of objectives structured along the Green, Just and Productive cities, as well as developing SDG Voluntary Local Reviews and local strategies.

Based on a 3-step process, cities of all sizes receive guidance on how to assess local priorities, identify concrete actions contributing to overall goals and putting in place a monitoring system to track progress.

This initiative is promoted by CEMR with the support of the French Ministry for Ecological Transition and Territorial Cohesion.
