Local Alliance calls for a governance overhaul to put cities at the heart of Europe’s climate plans

In a new position paper, the Local Alliance – a coalition of CEMR, ACR+, Climate Alliance, Energy Cities, Eurocities, FEDARENE, ICLEI Europe, and POLIS – calls on the EU to seize the revision of the Governance Regulation to make National Energy and Climate Plans (NECP) truly implementable, investable, and grounded in local realities. 

Cities, towns and regions across Europe are already acting — renovating buildings, deploying renewables, transforming mobility systems. Yet the EU’s climate planning framework has not caught up. National Energy and Climate Plans (NECPs) continue to be drafted largely without the involvement of the local and regional governments that will ultimately deliver them. 

The revision of the Governance Regulation, expected from the European Commission in the last quarter of 2026, is therefore a critical opportunity — one the Local Alliance is determined not to miss. 

A structural disconnect 

A wealth of local data, investment pipelines and climate plans already exists across Europe — from Sustainable Energy and Climate Action Plans to Climate City Contracts and local heating strategies. Yet this territorial knowledge rarely feeds into NECPs, creating duplication, fragmentation and missed investment opportunities.  

Meanwhile, the multi-level dialogues already required under Article 11 of the current Regulation have largely remained disconnected from real implementation decisions or remained tick-the-box level only. 

The result is a dangerous two-speed dynamic: high ambition at European and national levels, too little attention to what happens on the ground. 

The Local Alliance’s answer: connect what already exists 

The position paper calls for the revised Regulation to be built around four mutually reinforcing elements:  

  1. a permanent multi-level dialogue platform in each Member State to align all levels of government around NECP preparation and monitoring, taking into account national governance structures and needs;  
  1. a territorial chapter in each NECP drawing on existing local plans to show where and how national objectives will be delivered;  
  1. territorially informed sectoral pathways linking national targets across buildings, transport, heating, renewable energy, and circular economy with the local realities that determine whether delivery is actually possible; 
  1. and investment strategies that take account of local investment and capacity needs. 

This is not a call for more bureaucracy. It is a call to make what already exists work together — reducing consultation fatigue, cutting administrative duplication, and turning NECPs from reporting exercises into genuine frameworks for implementation and investment.

CEMR calls for a territorial approach to Europe’s climate resilience


Europe is the fastest-warming continent in the world. Heatwaves, floods, droughts and extreme weather events are already affecting communities, infrastructure and ecosystems across the continent — with impacts that vary widely from one territory to another. In this context, climate adaptation has become an urgent priority for towns, cities and regions, which are on the frontline maintaining essential services and strengthening resilience on the ground. 

While the European Commission is currently developing a new integrated framework for European Climate Resilience and Risk Management, CEMR has published a new policy paper, Adapting Together – A territorial approach to resilience and risk management, setting out concrete recommendations to strengthen Europe’s approach to climate adaptation and preparedness. 

A new policy paper: Adapting Together 

The policy paper highlights a clear reality: local and regional governments already implement the vast majority of adaptation measures, yet their role remains insufficiently recognised and supported in EU and national frameworks. The paper calls for a territorial approach to climate resilience, grounded in multi-level governance and built around six key priorities: 

  • Empowering local and regional governmentswith clear mandates and flexibility to act; 
  • Strengthening local capacity through better access to data, tools and peer learning; 
  • Securing predictable and accessible funding for adaptation investments; 
  • Improving preparedness and disaster risk management; 
  • Restoring ecosystems and scaling up nature-based solutions; 
  • Ensuring water resilience through integrated, locally driven water management. 

By combining horizontal enablers (governance, capacity and finance) with sector-specific recommendations, the paper demonstrates how empowering towns, cities and regions is essential to Europe’s overall resilience. 

Towns, cities and regions at the frontline of adaptation policies  

Ronan Dantec, CEMR spokesperson for Climate, underlines: Today, it is urgent to recognise that adaptation to climate change is pivotal for municipalities and regions of all sizes. Investing in sustainable infrastructure and using our resources more efficiently is not just an option, but an imperative for securing a thriving future for all. 

Climate impacts are inherently local. Even within the same country, risks can differ significantly between urban and rural areas, coastal and inland regions, or northern and southern territories. Towns, cities and regions are therefore best placed to: 

  • Assess local climate risks and vulnerabilities; 
  • Protect vulnerable populations; 
  • Plan and manage resilient infrastructure; 
  • Ensure continuity of essential services such as water, transport and energy; 
  • Deliver nature-based solutions and ecosystem restoration. 

Their proximity to citizens also allows them to integrate social resilience into adaptation policies, ensuring that no one is left behind as climate impacts intensify

Preparing for the EU’s upcoming integrated framework on climate resilience 

CEMR’s policy paper comes at a key political moment, as the new integrated framework for European ClimateResilience and Risk Management is expected to be adopted by the European Commission in the second half of 2026. It will aim to establish a comprehensive and coherent EU approach to climate resilience and preparedness.  

 The ongoing public consultation of the European Commission on the future integrated framework, includes a set of questions covering resilience-by-design across EU policies; harmonised and comparable climate risk assessments; funding for adaptation; support for local and regional level, consideration of climate-related health impacts.  

CEMR is currently developing a response in cooperation with its expert group, requesting that towns, cities and regions are recognised not only as implementers, but as strategic partners in the design, financing and monitoring of this future framework. The consultation is open until 23 February 2026. A European consensus sets guiding principles to accelerate renewable energy and grid deployment while ensuring fairness, transparency, biodiversity protection, and local benefits 


Europe is at a turning point. To reach climate neutrality by 2050, the EU must drastically expand renewable energy and electricity grids. This challenge is also an opportunity: renewables are cheaper than fossil fuels, can reduce biodiversity risks, and bring local economic benefits. Yet progress remains too slow, hampered by lengthy permits, weak community dialogue, and a lack of perceived value for citizens. 

To overcome these barriers, European stakeholders have united behind a set of baseline principles for fast and fair deployment of renewables and grids. These principles underline that projects must be shaped with communities, not imposed on them. Early engagement with mayors and citizens, transparent communication, and mechanisms for feedback are central to building trust. 

Equally important is ensuring that local communities share in the value of new projects. This means creating jobs, offering benefit-sharing schemes such as funds or co-ownership, and guaranteeing that revenues are used transparently for local improvements, from transport to housing. The principles also commit to nature-positive deployment, applying strategies to avoid or minimise harm and, where possible, enhance biodiversity. 

Finally, the consensus highlights the need to empower community-led initiatives, giving citizens and municipalities fair access to the energy market and the grid. By creating space for local ownership, Europe can ensure that the energy transition is not only fast but also fair. 

Together, these principles form a European consensus: a shared roadmap to accelerate the transition while protecting ecosystems and ensuring citizens see real, tangible benefits.

Cities and regions urge swift adoption of EU Nature Restoration Law to combat climate and biodiversity crises


As Europe faces intensifying environmental challenges, from biodiversity loss to climate-driven heatwaves and pollution, cities and regions are stepping up their call for action. Partners of the Urban Agenda for the EU Partnership on Greening Cities, including many local and regional governments, have issued a joint letter urging EU Member States to swiftly adopt the long-delayed Nature Restoration Law. 

Local authorities are often at the frontline of environmental crises. With over 70% of Europeans living in urban areas, the need to restore green spaces is not only a climate priority but also a public health and quality-of-life imperative. The proposed law would provide a long-awaited framework to strengthen biodiversity, adapt cities to rising temperatures, and support sustainable land use. 

Delays in the law’s adoption not only undermine urgent environmental action but also threaten democratic trust in EU decision-making. A provisional agreement between the European Parliament and Council was reached months ago, and failure to finalise it now would send the wrong signal, both to EU citizens and the global community. 

CEMR and its partner’s stress: restoring nature is not optional. It is essential! Local governments stand ready to deliver, but they need the political will at the EU level to match their ambition.

Reforming the European Electricity Market: Priorities and Challenges


In March, the European Commission proposed a regulation to improve the EU’s electricity market. The reform is important for local and regional governments, since they play a central role as suppliers, distributers and consumers of electricity. While the current internal market for electricity has brought positive effects and lower prices, reforms are needed to address decarbonization of the electricity sector and gas shortages caused by Russia’s energy weaponization in the Ukraine conflict.

The past winter has made it clear for all Europeans that ensuring the security of supply and lower prices of electricity were top priorities for the years to come. The EU and Member States must increase both the production of electricity and their capacity in terms of energy storage. They also need to take strong measures to decarbonize the electricity sector in order to achieve climate neutrality by 2050. In other words, the European electricity market is at a crossroads: to move forward, the EU needs to take strong actions and work together with local and regional governments.

Facilitate local and regional governments’ work driving investments in renewable energy

Local and regional governments have important roles to play in changing the electricity sector. They are responsible for finding suitable locations for production, distribution and transmission; they also must speed up permitting, manage spatial planning, invest in energy companies, and enable consumers and energy communities.

Furthermore, they possess valuable insights due to their direct engagement with local communities, and are therefore essential in ensuring citizens’ acceptance of the rollout of renewable energy. Considering all these factors, local and regional governments must be key partners in the reform of an efficient, sustainable European electricity market.

Make electricity prices less reliant on short-term fossil fuel costs

It is important to offer the option of long-term contracts, including to individuals and smaller consumers. This helps protect them from high and unpredictable prices, especially until more renewable energy production at lower generation prices is available.

Keep emergency measures as permanent features of the Electricity Market Design

During periods of excessively high electricity prices, it is advisable to maintain certain emergency measures. These measures can include price caps, taxes on windfall profits, and reimbursements for consumers. However, they should only target fossil fuel and other phased-out energy sources to encourage investment in renewable energy. These measures should not discourage energy savings or flexibility.

Encourage better consumer empowerment and protection

Efforts should be made to empower and protect consumers, particularly vulnerable ones, when implementing renewable energy sources and energy efficiency measures. Support schemes, loans, and technical assistance can help achieve this goal. Moreover, regional and municipal energy providers, acting as a “supplier of last resort,” should receive adequate financial compensation from national or European funding to support vulnerable households and enterprises.

Promote efficient multi-level governance solutions and financial support

Collaboration among different levels of governance, following the principles of subsidiarity and multilevel governance, is crucial for success. Platforms like the Covenant of Mayors facilitate cooperation, knowledge exchange, and the sharing of good practices at EU, national, and regional levels.

Finally, to successfully implement changes at local and regional levels, it is important to provide financial resources and supportive measures, while avoiding excessive regulations and administrative burdens.

In conclusion, the Commission’s proposed regulation offers an opportunity to address challenges in the European electricity market. To achieve climate neutrality and ensure a secure energy supply, increasing production and storage capacities, promoting renewable energy sources, and involving local and regional governments are crucial. Collaboration, financial support, and efficient governance will contribute to a sustainable European electricity market.

EPBD revision: Local flexibility and long-term planning key to success, say CEMR and Housing Europe 

The Council of European Municipalities and Regions (CEMR) and Housing Europe have joined forces to publish a set of recommendations on the European Commission’s proposal to recast the Energy Performance of Buildings Directive (EPBD). While both organisations fully support the ambition to decarbonise buildings across the EU, they warn that the proposal must better reflect the realities on the ground. 

Local and regional governments, as well as providers of public, social, and cooperative housing, are critical actors in delivering the EU’s climate objectives. But a one-size-fits-all approach will not work. 

The joint position paper outlines three key recommendations: 

  1. Respect local differences through subsidiarity and adaptability 
    The EPBD must allow member states and local authorities to tailor building codes to their own context. Setting EU-level definitions for zero-emission buildings without a clear methodology risks creating uncertainty and undermining national efforts. Other areas, such as fire safety and asbestos removal, should remain the competence of national or local governments. 
  1. Provide a stable and realistic framework for renovations 
    Renovating buildings is a long-term process that requires careful planning. The proposed EPBD introduces tight deadlines and shifting labelling systems, making it nearly impossible for local authorities and property owners to comply effectively. CEMR and Housing Europe argue for a more predictable timeline that reflects labour shortages, market dynamics, and tenant affordability. 
  1. Support zero-emission construction with energy system flexibility 
    While new buildings must meet high standards, member states should retain the freedom to choose their energy sources. That includes not only on-site renewables, but also low-carbon energy from the grid, waste heat, and energy recovery, all in line with the EU waste hierarchy. 

Ultimately, the success of the EPBD will depend on how well it enables local and regional actors to deliver results. CEMR and Housing Europe are clear: the path to climate-neutral buildings must be ambitious but flexible, fair and grounded in local realities

The Fit for 55 package must empower municipalities and regions to drive Europe’s energy transition 


The European Union has committed to reaching climate neutrality by 2050, with the interim goal of cutting greenhouse gas emissions by 55% by 2030. To deliver on this ambition, the European Commission presented the Fit for 55 package, a comprehensive set of legislative measures across key sectors such as energy, transport and housing. Among these, the proposed revisions of the Energy Efficiency Directive (EED), Renewable Energy Directive (RED) and the Energy Performance of Buildings Directive (EPBD) will directly affect Europe’s municipalities and regions. 

Local and regional governments at the heart of the transition 
CEMR fully supports ambitious climate and energy targets in line with Europe’s Green Deal and the UN Sustainable Development Goals. Local and regional authorities are already leading the way in driving energy efficiency and renewable energy projects on the ground, as demonstrated by initiatives such as the Covenant of Mayors. By planning, investing and engaging with citizens, they play a central role in delivering the EU’s objectives. 

However, success will depend on empowering local governments with the necessary resources and flexibility. While binding targets on greenhouse gas reduction are welcome, CEMR stresses that national contributions to renewable energy and efficiency should remain indicative. Overly prescriptive rules, such as mandatory renovation rates for public buildings or minimum energy performance standards, risk creating administrative burdens without recognising the diversity of contexts across Europe. Instead, the EU should provide technical, financial and policy support, allowing municipalities and regions to pursue tailored solutions. 

Enabling a fair transition 
CEMR highlights three priorities to strengthen the Fit for 55 framework: 

  • Financial support and flexibility: Adequate funding and capacity-building must accompany implementation, avoiding rigid one-size-fits-all obligations.
  • Integrated approaches: Local governments should be empowered to design neighbourhood- and district-level solutions, reflecting the full life cycle of buildings and energy systems. 
  • Collaboration across levels: Stronger cooperation between EU, national, regional and local levels is essential to ensure effective delivery, knowledge sharing and citizen engagement. 

Local and regional governments are indispensable partners in Europe’s journey to climate neutrality. By recognising their central role and ensuring adequate resources, the EU can enable municipalities and regions to lead fair and sustainable energy transitions, making climate neutrality a reality for citizens across Europe.

CEMR calls for flexible, well-resourced revisions to the EU Energy Performance of Buildings Directive (EPBD)


The European Green Deal aims to make Europe the first climate-neutral continent by 2050, with the revision of the Energy Performance of Buildings Directive (EPBD) as one of its cornerstones. Buildings account for a significant share of Europe’s greenhouse gas emissions, making energy efficiency and sustainable renovation crucial to the Fit for 55 package. In its response to the consultation on the EPBD revision, the Council of European Municipalities and Regions (CEMR) stresses the essential role of local and regional governments (LRGs) in ensuring a successful and fair transition. 

CEMR welcomes the ambition of the European Green Deal but underlines that success depends on proper implementation, adequate financial support, and respect for the principle of subsidiarity. Local and regional authorities are on the frontline of climate action, yet they need flexible frameworks rather than one-size-fits-all obligations. 

Among its key recommendations, CEMR highlights: 

  • Flexibility and subsidiarity: Member States and LRGs should be able to adopt integrated, territorial approaches to emissions reduction, focusing not only on building-level efficiency but also on neighbourhood and system-wide solutions. 
  • Life-cycle perspective: Regulations must take into account emissions from construction materials such as steel and concrete, as well as opportunities for circularity and reuse. 
  • Indicative, not mandatory standards: Minimum energy performance requirements and renovation targets should remain indicative to reflect local contexts, available resources, and socio-economic realities. 
  • Equal treatment of renewable energy: Energy produced on-site and energy delivered via carriers like district heating, renewable gases or electricity grids must be treated on the same footing. 
  • Financing and equity: Investment tools like ELENA must be adjusted to ensure accessibility, particularly for vulnerable households. Measures must avoid creating energy poverty or split incentives between landlords and tenants. 

CEMR also urges the Commission to reduce administrative burdens, ensure consistency between the EPBD, the Renewable Energy Directive (RED) and the Energy Efficiency Directive (EED), and reinforce cooperation across levels of governance. 

Europe’s climate-neutral future depends on a resilient and efficient building sector. Local and regional governments are central actors in achieving this transformation. To succeed, the revised EPBD must provide adequate support, flexibility, and resources while avoiding rigid, burdensome rules. By empowering municipalities and regions to act according to their local realities, the EU can ensure that the green transition delivers both climate impact and social fairness.

People first in Europe’s mobility shift

Sustainable and smart mobility must be built with, not just for, cities and regions


That’s the core message from the Council of European Municipalities and Regions (CEMR) in response to the European Commission’s Sustainable and Smart Mobility Strategy. While CEMR supports the EU’s ambition to link transport policy with the Green Deal and Digital Agenda, it urges stronger recognition of the essential role local and regional governments play in achieving climate and mobility goals. 

CEMR highlights that sustainability cannot come at the expense of connectivity, accessibility, affordability, safety and health. Local authorities must be empowered to strike the right balance between environmental ambition and citizens’ everyday mobility needs, whether in dense city centres, suburbs, or rural areas. 

Key messages from CEMR include: 

  • Partnership across levels of government is vital. Local mobility strategies must be developed in coordination with national and EU institutions, with clear roles, shared responsibilities, and sufficient funding. 
  • Flexible, inclusive planning tools, like Sustainable Urban Mobility Plans (SUMPs), should be strengthened, not standardised. Cities and regions need adaptable frameworks that reflect their unique territorial challenges. 
  • More funding and clearer access are needed for local mobility infrastructure, including investments through the Recovery and Resilience Facility, Connecting Europe Facility, and Horizon Europe mission for 100 climate-neutral and smart cities. 
  • Policy support must go beyond technology. Behavioural change, active mobility, shared mobility and smart spatial planning are just as important as electric vehicles and digital tools. 

CEMR also calls for better regulation on key issues such as alternative fuels, intelligent transport systems, public transport governance, and micromobility. At the same time, it stresses the need for EU-wide data platforms and speed adaptation systems to improve safety and enforcement. 

In short, Europe’s transport transformation will only succeed if local realities shape the road ahead. Sustainable mobility starts where people live, and local governments must have a central seat at the table.

CEMR’s Joint Response to the EU Energy Efficiency and Renewable Energy Directive Reviews


The Council of European Municipalities and Regions (CEMR) submitted a joint response to the European Commission’s consultations on the Energy Efficiency Directive (EED) and the Renewable Energy Directive (RED) in early 2021. This contribution reflects CEMR’s deep commitment to achieving climate neutrality by 2050 while safeguarding the role and autonomy of local and regional governments (LRGs).

CEMR supports ambitious climate targets at the EU level, with a focus on greenhouse gas (GHG) reduction. However, it argues that targets for energy efficiency and renewable energy should remain indicative at the national level, respecting the subsidiarity principle and local conditions. The organisation firmly opposes EU obligations that impose rigid requirements on LRGs, particularly concerning building renovations, public procurement, and energy planning.

A key concern is the extension of renovation obligations for public buildings to LRGs. CEMR highlights that such mandates overlook the economic realities, building uses, and planning capacities at the local level, and may burden communities with higher costs and social impacts. Instead, it advocates for flexible, cost-effective approaches tailored to local and regional contexts, supported by adequate funding, technical assistance, and capacity-building.

CEMR also calls for a technology-neutral approach to energy policy, where different forms of renewable and low-carbon energy, whether on-site, from the grid, or district heating, are treated equally. It stresses that regulations should reflect GHG savings and sustainability from a life-cycle perspective, not just the type or source of energy.

The response urges the Commission to recognise the central role of LRGs in the energy transition. This means involving them directly in National Energy and Climate Plans (NECPs), ensuring multi-level governance, and avoiding overregulation that could stifle local innovation and initiative.

In short, CEMR’s response is a strong call for an EU climate framework that is ambitious, but also realistic, inclusive, and enabling, one that empowers cities and regions to lead in achieving a just and effective energy transition.
