Local Observatory on Reform Agendas Implementation (LORAI)
The Local Observatory on Reform Agendas Implementation (LORAI) is a new EU–Council of Europe programme designed to strengthen the role of local authorities in the Western Balkans as they advance on their EU accession path. By helping municipalities in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia engage more directly in national Reform Agendas, LORAI ensures that reforms translate into practical improvements for communities and citizens.
Through close cooperation with the Congress of Local and Regional Authorities, NALAS, CEMR and local government associations, the initiative supports better monitoring of reforms, encourages meaningful policy dialogue across all levels of government, and promotes knowledge‑sharing throughout the region. A key feature of LORAI is its open-access dashboard, which will make the local impact of reforms more transparent and easier to track.
Within this partnership, CEMR contributes by supporting local governments in transforming reform goals into realistic policy and investment priorities, and by fostering peer exchanges that strengthen local capacity across the Western Balkans.
